An akiya renovation in 2026 costs somewhere between $12,600 (¥2,000,000) and $252,000 (¥40,000,000), at the August 2026 rate of about ¥159 to the dollar. Most houses land in the middle of that spread, around $32,000 (¥5,000,000) to $96,000 (¥15,000,000), and the reason the range is so enormous has nothing to do with bad data. It is scope. A house you are making livable and a house you are rebuilding from the frame out are two completely different projects wearing the same word.

So this post is not going to hand you one number and call it a day. You are getting the actual ranges, where they come from, and a way to work out which end your house sits on before you ever make an offer. If you also need the purchase side of the math, that lives in the full cost of buying an akiya in Japan.
I have a reason to care about getting this right. I renovated an entire house in Florida myself. Tile, doors, epoxy countertops, furniture, a shed in the backyard, the whole thing. Devin and I sold that house and most of what we own, and in early 2027 we fly to Japan to buy and renovate an akiya. Our target is $100,000 for six months, and that covers buying the house and renovating it. We are still saving toward it. Every number below is one I have had to sit with against my own budget, because a bad estimate would end the trip before it starts.
The short version
Sources cluster into three tiers. Find yours.
- Basic habitability: $12,600(¥2,000,000) to $32,000(¥5,000,000), roughly 2 to 4 months. Water running, wiring safe, roof not leaking, one usable bathroom and kitchen. You are living in it, not showing it off.
- Mid, systems plus structure: $32,000(¥5,000,000) to $96,000(¥15,000,000), roughly 4 to 8 months. New plumbing and electrical, insulation, targeted structural work, real kitchen and bath. This is where most akiya buyers land.
- Full gut or kominka revival: $83,000(¥13,000,000) to $252,000 (¥40,000,000) and up, roughly 8 to 18 months. Down to the skeleton, back up to modern standards, often with traditional craftsmanship priced accordingly.
Why every number you find is different
Here is the thing that took me the longest to understand. Japanese contractor-facing sites quote structural numbers that are dramatically higher than what English-language akiya blogs quote. When I first noticed the gap I assumed somebody was wrong. Nobody is wrong. They are describing different work.
The low figure is targeted bracing on a frame that is fundamentally sound. Somebody inspects the house, finds four weak connection points, adds hardware and plywood shear panels, and leaves. The high figure is a full structural rebuild where posts and beams come out and go back in. Same category on a spreadsheet, ten times the price. This is exactly why a single number is useless to you.
Japanese quotes often come per tsubo, which is about 3.31 square metres. A 30 tsubo house is about 1,100 square feel or 100 square metres.
- Light interior work: $2,000(¥300,000) to $3500(¥500,000) per tsubo
- Partial structure plus insulation: $3,500(¥500,000) to $5,000(¥800,000) per tsubo
- Full skeleton renovation: $5,000(¥800,000) to $7,700(¥1,200,000) per tsubo
Run that on a 30 tsubo house and a full skeleton job comes to roughly $151,000 (¥24,000,000) to $226,000(¥36,000,000). That is the honest top of the market, and it is why “I saw a house for $3,500 (¥500,000)” and “renovation cost me $192,000 (¥30,000,000)” can both be true in the same sentence.

Big ticket items and what they really run
Save this table. These are the line items that decide your total.

Two things to add on top of whatever you total. Consumption tax at 10% applies to all renovation work, so quote yourself tax inclusive from the start. And build in a contingency of 15% to 20%. On a house nobody has opened in a decade, that is not pessimism, it is arithmetic. There are other costs that hide outside the renovation budget entirely, and I broke those down in the hidden fees of buying an akiya.
Asbestos is a legal requirement, not a line item you can skip
Since 1 October 2023, a pre-work asbestos survey by a qualified surveyor has been mandatory for all demolition and renovation work in Japan. All of it. There is no size threshold and no value threshold for the survey itself.
Results must be reported to the Labour Standards Inspection Office when demolition covers 80 square metres or more, or when the renovation contract value is $6,000 (¥1,000,000) or more. Any meaningful akiya renovation crosses that ¥1,000,000 line without trying, so plan on it. Pre-2006 buildings are the target of the rule, which is essentially every akiya on the market.
Budget for it, and budget calendar time for it too. The survey happens before work starts, and it is one of the quiet reasons projects begin later than people expect.
The 2025 permit change that catches people out
As of April 2025, the review exemption known as 4号特例 (Yon Gō-tokurei) or #4 Special Case was narrowed, and two-storey wooden houses got reclassified. Local authorities would omit rigorous structural and engineering reviews in the building permit application. Now a major renovation for two-story wooden house need it. They lost the exemption. That is many akiya.
What triggers a building confirmation application now: replacing more than half of any one main structural element. Walls, columns, floors, beams, roof, or stairs. Any single one of those crossing the halfway mark means paperwork and review time. Single-storey wooden houses up to 200 square metres are still exempt.
Practically, re-roofing that includes the structural members needs a permit. So does replacing floor joists and beams across most of the house. What does not need one: cover-method roofing, wet-area swaps, wallpaper, flooring surfaces, and finish-only work. Subsidies genuinely move the number, if you have residency
I want to be up front that any subsidy is very hard to attain. Work visas or long term resident visas as a foreign national are hard to come by, but if you plan on being in Japan for 3 to 5 years this may be a possibility.
National programmes worth knowing about include 先進的窓リノベ2026事業 (Senshin-teki Mado Renobe 2026 Jigyou) or Advanced Window renovation 2026 Project support up to $6,000 (¥1,000,000) per housing unit (applications under $3,000 or ¥50,000 are not accepted), insulation retrofit up to ¥1,200,000 per unit for detached homes at one third of eligible cost, long-term quality housing renovation at ¥800,000 to ¥1,600,000, and a seismic retrofit income tax credit of 10% of standard cost within set limits.
Municipal support varies enormously and can dwarf the national money. Nagano City covers two thirds of eligible work, or three quarters if you are under 40 and relocating from Tokyo, Kanagawa, Chiba, Saitama, Aichi or Osaka, capped at $6,000 (¥1,000,000) outside urbanization zones. Add ¥200,000 per child up to ¥600,000, plus a separate household-goods disposal subsidy of ¥150,000 to ¥300,000. Eligibility requires age 18 to 59, no residence in Nagano Prefecture for the prior 3 years, application within 5 years of moving in, no kinship within 3 degrees to the seller, and no municipal tax arrears. DIY material purchases count, which matters a lot if you are the labour.
Elsewhere: Hyogo designated areas go up to ¥2,000,000. Kumamoto City runs ¥200,000 to ¥600,000 at half of eligible work. Fukui City offers ¥300,000 plus additions at a one third cap.
The three traps
- Apply before construction starts. Nearly every subsidy requires application and approval first. Swinging a hammer on day one forfeits the whole thing, permanently.
- You often need a 住民票 (Jyūmin-hyō) or certificate of residence registered at the property. That requires a residence status permitting long stays, so tourist-visa buyers are locked out of a lot of this money.
- Budgets are annual and they close mid-year. When the pot is empty, it is empty until the next fiscal year, regardless of how eligible you are.
How to work out which end of the range you are on
Walk the house with this list. Every “yes” pushes you up a tier.
- Is the roof leaking now, or has it leaked? Water that reached the beams is the single most expensive thing in an old house.
- Do the floors bounce, slope, or feel soft near the perimeter and the wet areas? That is termites or rot, and you are paying per beam.
- Is the house on a proper reinforced foundation, or set on stones? Stone-set is charming and expensive to correct.
- Was it built before 1981? That is the old seismic standard, and retrofit stops being optional in your head.
- Is there a septic tank, and how old is it? A failing 浄化槽 (Jōkasō) or septic tank is a $6,000 (1 million yen) problem sitting quietly in the yard.
- Is city water at the property line, or is it 40 metres away down the road?
- How full is the house? Every cupboard of a previous owner’s belongings is a disposal invoice, and garbage in Japan is expensive to dispose of.
Here is my rule. If the roof leaks move on.
after that you can only have one yes from above and you are looking at basic habitability territory. Able to be fixed relatively quickly for an affordable amount.
Two to three from this list and you are squarely in the mid tier, so budget $50,000 (¥8,000,000) and be pleasantly surprised. Four or more and it is not worth it. Walk away and find a better house. There are plenty of them.
A note on that 1981 question, because it is messier than it looks. Three dates matter and they are not the same rule. 1 June 1981 is the seismic standard change, and it is the one the checklist above means. 2000 brought a further revision specifically for wooden houses, tightening foundation specification, requiring hold down hardware at column bases, and requiring bracing walls to be placed in a balanced way. Almost nobody mentions that second one, and it means a 1985 house is post 1981 and pre 2000. Then there is 1 January 1982, which has nothing to do with the building code at all. That is the cutoff for the acquisition tax deduction and the residential house certificate, which is why you will see 1982 in the fees post and 1981 here. The trap underneath all of it: the year in a listing is the completion date, and what governs the seismic standard is the building confirmation date, which comes months earlier. A house completed in April or June 1981 was almost certainly confirmed under the old code. I put the whole thing, and what to ask an agent for, in the paperwork checks.
One more thing. Get a home inspection or 住宅診断 (Jutaku Shindan) before you buy, not after. It is $600 (¥100,000) to $1,800 (¥250,000) for a really in depth one. Do it. It is one of the cheapest line items on this entire page and it is the only way to answer most of the questions above with real information instead of hope.

FAQs
Can I really renovate an akiya for under $30,000?
Yes, at the basic habitability tier, on a house that is structurally sound and already connected to water and sewer can be in the range of $12,600 (¥2,000,000) to $31,400 (¥5,000,000). What you will not get for that is insulation throughout, a seismic retrofit, or a new septic system. Those are the three things that quietly turn a cheap project into a mid-tier one.
How much does the exchange rate change my budget?
More than you would like. Every figure here is in dollars and the yen conversion, but these are all converted at roughly ¥159 to the dollar in September 2026. If the yen has moved since then these numbers will be a bit off. A ¥10,000,000 renovation is about $62,900 at 159 and about $71,400 at 140. Hold your plan in yen, convert only when you are actually moving money, and do not let a favorable week talk you into more scope.
How long does an akiya renovation take?
It really depends on how much you are planning to do yourself, how available contractors are and if you find any surprises. However, very roughly, it can take 2 to 4 months for basic habitability, 4 to 8 months for a mid-tier job, and 8 to 18 months for a full gut. Add time before any of that for the mandatory asbestos survey, and add more if your scope triggers a building confirmation application under the 2025 rules.
Does doing the work myself actually save money?
On finishes, absolutely. Flooring, wallpaper, cabinetry, paint, tile, all of that is labor you can supply. On structure, electrical, gas, and anything needing a permit, you need a contractor. Those are licensed trades in Japan and the rules are not suggestions. Good news for DIYers: some municipal subsidies, including Nagano’s, count your material purchases as eligible cost.
Is it ever cheaper to demolish and rebuild?
Sometimes, and you should run the numbers rather than assume. Demolishing a 30 tsubo wooden house costs $5,700 (¥900,000) to $9,600 (¥1,500,000) before subsidy, and municipalities commonly cover one third to one half. If the frame is eaten and the foundation needs replacing, a full skeleton renovation at ¥24,000,000 to ¥36,000,000 starts to look worse than clearing the lot. The counter-argument is that a beautiful old kominka cannot be rebuilt, only saved.
What I would do next
Take the tier you think you are in, add 15% to 20% contingency, add 10% consumption tax, and see whether the total still works. If it does not, the answer is a different house, not a tighter budget.
